update: Still can't get the video to work "right" however I can get "video" if I force DirectX3D and enable desktop mode (under output modules). This isn't ideal in the least but at least it's a start I guess. I can also get video if I used 'Stats Video Output Function" but the quality is horrible. NOTHING else wants to work.
Anyone have an idea on what could be the issue?

Have you tried to remove %appdata%\vlc folder?

Well that didn't do it, but I finally did indeed get it to work. It looks like the "Embedded Video" option under Video (advanced features) was messing it up. As a last ditch I just started turning everything on/off to see what happened. Hit that one and everything is working fine.
Thanks for offering your help though. It was nice to at least feel like someone was trying to help me out!
