VLC Skipping w/ HP Mini 210 & Win7 Starter

VLC plays fine when the program is maximized, but when using minimal interface or, even worse, with full screen mode VLC skips annoyingly. Skipping also starts when the configuration window is opened during playback.

Is there a setting somewhere that can remove this problem? Or is it a matter of lack of graphics power (HP Mini 210's Intel Atom Processor N450 (1.66GHz, 512KB) with Intel Graphics Media Accelerator 3150, w/ Windows 7 starter)? If the latter, what's different about minimal and fullscreen output from maximize that causes the skipping?

The other thing that happens is when an AVI file is opened there are two VLC windows: 1) the video playback itself, 2) VLC (Direct 3D output), which opens on top. What's up with the extra window?

How do I reset/clear the cache? And after doing that should I increase the file cache from 300 ms to 5000 ms?

Remove %appdata%\vlc folder.

After resetting preferences and clearing the cache the same problem existed. Increasing the Input / Codecs -> Access modules -> File -> Cache to 1000, 2000 or 3000 didn't help. However, setting the Video -> Output Module to OpenGL fixed the 'fullscreen stuttering' problem.
