VLC and usb device

I use VLC on my ACEr laptop on windows vista SP1.
VLC seems to be unable to capture video from most usb device I plug to my computer.
In fact, when I start VLC by opening a capture device such as the integrated webcam (which is seen as a USB device) or an hauppauge HVR 900 VLC starts displaying un message "buffering" and when it displays 100% everything stops and goes back to the state it had before the opening request.
VLC works fine when using an old hauppauge PVR USB device, but I need to change it now.
Another software, KM player displays well either the webcam and the HVR 900 device. Unfortunately, this software is unable to record them, but that means that the connection works fine.
By the way, after starting VLC to capture the HVR 900 (and failing because this does not work), it seems that KM Player fails displaying the video as well untill the device is unplugged then plugged again.
I tested this with vlc 1.0.0 and vlc 1.0.3

Does it work better if you start the capture from command-line?
