Flash 10 r32 (10.0.32.18) problem with VLC

With this version of Flash streaming of Flash (FLV) is not working normal.
I have streaming from Hikvision IP camera - to server with VLC installed with this code
:sout=#transcode{vcodec=FLV1,vb=400, fps=4}:std{access=http,dst=81.95.173.88:8030/stream.flv}
everything was working ok before flash was updated to version 10.0.32.18 ( if i install old version of flash it works ok )

Here is what one of members wrote there
it seems the handshake routine for RTMP has changed in r32. Red5 has (had?) the same problem:

Wowza made a fix already for this
Fixed H.264/AAC/RTMPE/RTMPTE problem with Flash player 10.0.32.18

this is global problem with FLV streaming from VLC. Please take a look at this bug carefully
