VLC Player w/default skin missing Menu items

I am new to the forum and just installed the VLC media player on a win xp machine. I was trying to set it up as a http server but ran into this issue. The menu bar has (Media, Playback, Audio, Video, Tools, View, Help) and not the usual (File, View, Setting, Audio, Video, Navigation, Help.) Where did my install go wrong or how can I invoke the full menu bar?

VLC 0.9.0 or newer
File, View, Setting, Audio, Video, Navigation, Help.)
VLC 0.8.6i or older
