Video BUG in VLC 1.0 playing TV Tuner files

I find now that the new VLC now when playing the saved file output from the Dvico TV Tuner, that if the user mouse-clicks the progress bar to position the file play at a position after the start if file, that the player will only correctly play the Audio,
but the Video will be Frozen with the picture from which the progress was moved.
VLC Codec Details state:

This was Not a problem in the previous version of the VLC player (vlc-0.9.9-win32.exe).
VLC 1.0 continues to fail to Wait-Play when at the end of a growing live TV Tuner output file, but simply Terminates when progress bar is mouse-clicked to the end of the file.
This is a serious problem when the program is used as a replacement player for the crappy TV Tuner software software like Arcsoft which is often bundled but which lack critical features like Software preamp Volume Control.
Of course, in addition, when VLC has this Wait-Play functionality fully working, then VLC will also be able to perform TIVO-like operations on Live TV.
