In Excel hyperlink - error =no program is registered to open

I have been googling for 3 hours and have tried over 15 blogs but nothing worked. I have three computers, two= W2000 and a new xp install, all = 2003 excel, all launch a *.mp4 file with a click in explorer. But all three give me the same "no program is registered to open this file from a hyperlink in excel. I have tried these things and none helped:
0. Reinstalled VLC - current one
1. start run "f:\utl\vlc\vlc.exe" /regserver
2. explorer tools options filetypes Mp4 = pointing to f:\utl\vlc\vlc.exe and check all the time
3. VBA - tools reference = VLC plugin = registered it but still didn't work
4 VBA - Tools reference = No VLC.exe in list but tried anyway to register using browse but it says can't add reference vlc.exe
5. Tried to put VLC.exe in the hyperlink address F:\utl\vlc\vlc.exe "F:\LangArts\LArts\LAStreammovies\Report.MP4" but that didn't work (with quotes at begin and end and none in middle too) error was = "Cannot open specified file" (but remember, I can in explorer.")
here is the actual hyperlink address and vlc is in F:\utl\Vlc F:\LangArts\LArts\LAStreammovies\Report.MP4
