Problem transcoding video to mp1v-cannot find video encoder

I have been unable to transcode anything using mp1v on Windows. I have tried different source files and multiple combinations of transcoding parameters with pretty much the same result. VLC complains about vbv_delay, says it cannot find the encoder and refuses to create video chain. Transcoding to MPEG2 works fine. I have tried this on release version (0.9.8a Grishenko) and nightly (vlc-1.0.0-git-20081123-0005) on Windows XP SP3.
This is quite puzzling. Any thoughts why this might be happening? I've tried to use mpeg1, mpeg2 and mpeg4 files as input. The only difference is that error message doesn't even show up when using mpeg4 file for input. VLC verbose output is below. Note that in this example I'm trying to stream after transcoding, but I get the same result when sending resulting stream to display or to file - no video track at all. On Ubuntu same transcoding runs just fine.
