Chinese Music Tag Scrambled?

When I played a song with file name in chinese, it shows up in vlc temporarily with the full file name.mp3 but it then changes to reading the ID3 tag and all I get is scrambled characters. I'm running English XP with SP2 with Language for non-Unicode programs set to chinese. I tried to run applocale and set the language to Chinese but it doesn't work. Any idea?

Tags stored in ANSI mode can't be displayed.
