Turning on postproc on 0.9

Hi.
I noticed that postproc in 0.9 NB set to 6, but it visibly seems to be turned off (at least compared to 0.8 postproc on 6).
Any idea where in menus I can turn it on? There is no longer postproc menu in right click over movie, like it was in 0.9.

Tools -> Preferences and Input / Codecs and Other codecs -> FFmpeg -> Post-processing level is only option I can find so I think it is gone from Video menu.

Hi.
The only place where I managed to find the postproc option is in Video/Filters/postproc.
Problem is, it's set on 6, but it visibly doesn't show any improvement, nor any debug messages about enabled post-processing are printed (as it was in 0.8 ).
Any idea how to check it for sure, that it's working?

After some more trying, I still can't enable the post-processing in 0.9. Command line options (--postproc-q 6) didn't help too.
Following my search in Google, I found the following one:

Here it basically says that post-proc was disabled from 0.9 at all, and the developer can't see now any difference between no post-processing and the highest level.
Can someone of the devs provide information about this?
