VLC always starts 22 sec into music or movie - why

As a teacher, I use VLC a lot by starting and stopping at pre-determine times to show only part of a movie using the --start-time xx etc. But somhow in a VLC ini file or in the registry, it now has a set start time of 22 secs for any file that does not have --start-time x in the shortcut. Does anyone know how to set that back to start a movie/music at 0 for any shortcut that has no --start-time xx in it?

I have so many settings already in that I don't want to "Reset All" under Preferences. Do you know where in that list that I can set it back to 0 or 1 instead of 22 seconds. By the way, it was never set to 22 seconds in the preferences but only in desktop shortcuts. Is there a VLC ini file or maybe a registry setting that would store this?

settings are stored in there. I haven't found that always starts seconds option in Settings -> Preferences.
