Full Screen Beginners Question

I apologize. I've searched and can't find an answer, but I don't know the proper words to create an appropriate search.
In Windows Media Player (sorry, but I need it to describe something), when you go "full screen" as you move the mouse to the middle of the screen the "controls" disappear and you get only the video on the screen. However, if you move the mouse back to the bottom (it shows up if you move the mouse) then the basic controls show up. Most importantly, to me, you get the "slider" that allows you to jump forward. So, I'm watching a show with commercials still in place. I go full screen. I move the mouse to the middle and a few seconds later I've nothing but my video program on the screen. A commercial comes on, I move the cursor down to the bottom, the slider comes up, I move the slider or click a point about 3-5 minutes forward and the video jumps there. Then, when done I move the cursor up and again have full screen.
I don't know how to specify this behavior in VLC. When I select Full Screen it goes full screen but in order to get to the slider I have to use the right mouse button to bring up a menu. De-select Full Screen, move the slider forward, until I get to the desired spot and then bring up the menu again in order to select Fullscreen. I'm sure there are key sequences to do this but I'd really like something similar to WMP where moving to the bottom (or top or side) brings up the slider.
Is this just a setting? I tried playing with things like "Gestures" but I can't tell what that is doing and it doesn't seem to be doing what I'm looking for.
Thanks in advance for any suggestions, including the proper names of what I'm looking for so that I can search more intelligently in the future.
