Subtitles, Arabic problem

Hello, All! Many Arabian users of video players are rating it per its compatible with Arabic subtitles files that uses for films translating.

I tried run a film using VLC that uses a subtitles file for Arabic translating, it was not shown correctly, look at the flowing image:

As you see, Arabic text shown as '???? ????'. This screenshot was taken in Windows Vista with Arabic supporting, With default VLC settings (Installed recently).

Subtitle file can be found there.

Hope to get a solution, or bug fixing.

I tried to disable 'Autodidact subtitle files' and select the previous subtitle file. As flowing:

Text shown letter-by-letter, I mean 'Osama' as 'O s a m a', or 'أسامة' as 'أ س ا م ة'. Look at flowing image:

In BS player, text encoding shown good (but the text is big):
