A few questions regarding RTSP streaming

I have windows vlc version 0.8.6c which I use to test my own written RTSP server serving live and recorded video. Every now and then I see the messages

main warning: late picture skipped (23334) etc

and every now and then:

live555 debug: reset the timeout timer

Could anybody tell me how vlc deduce late picture problem, is it by calculating the local time gap
for the received RTP data or is it deduced from the missing frames and thus resulting gap in
subsequent RTP packet's timestamps?

and when it resets the timeout timer, what timeout is it resetting?

Then sometimes vlc will just freeze ..
