You need to connect to the IRC (videolan chat on irc.videolan.org, channel #videolan) and ask there for your account to be validated (giving the account nick you have created).
If you have no IRC client software, you can use a basic web client: http://krishna.videolan.org/cgi-bin/irc/irc.cgi.

Once validated, you will have a new link "new ticket" un the upper row of trac. When a comment or any action is done on one of your ticket, a bot will send you emails.

Hi,

link to the trac: http://trac.videolan.org/vlc/
link to connect to IRC (given in the previous post), http://krishna.videolan.org/cgi-bin/irc/irc.cgi is an IRC web client prefilled to be connected to videolan IRC..
link to post a ticket (need a validated account): a link named "new ticket" in the upper row of trac after being logged in
another link in this row give a list of category which include "your tickets", ... entries to find them easily.

When you open a track ticket, you describe what you think the problem is. Other peolple can modify the severity, category, list of OS involved, can add comments or discuss this bug, can join files... All those action history are stored with the comments and when such action is done on the ticket you receive a email.

regards.
NB: I can't log-in into trac currently, don't know if I forgot my pass or if the trac login feature is experiencing difficulties.
