Localhost address won't work

I have been following the instuctions on the site for how to get a stream at least up and running. So I do everything by the book, and I'm trying to view the stream from my laptop that is still within the lan. I type in my 192.1.168.xxxxx/ just to see if I can at least see anything running, and I get an error. Suggestions?
