take a look at EventGhost - http://www.eventghost.org/wiki/EventGhost:About
it's free & open source, it may take u a few hours to catch up on how it works, but once u do, it's all pretty simple.
Download the latest beta version, I don't think the stable release has the VLC player plugin.

i don't know wat remote u have, mine is a PC/X10 remote and EventGhost has a plugin for it already.
But it also has plugins for several other remotes & receivers so if u have a common remote it's likely u'll be supported

Can also try Intelliremote http://www.intelliremote.com It has a VLC profile if you own either an MCE remote or Creative Remote control.

Intelliremote also works now with all X10 based remotes such as ATI Remote Wonder and Wonder Plus as well as SnapStream Firefly, Marmitek PC Control and others.

I have never had anyone ask but I own an HP Expresscard remote and I could not get Intelliremote working with it. It uses a strange combination of custom driver and sending keyboard shortcuts.
