Video looks bad with DirectX, screen tearing with OpenGL

Here's a picture pretty much describing my problem.

It's kinda hard for me to describe, but it's like shapes from previous frames appear on latter frames making it look very ugly.
Using OpenGL or Windows GDI as video output solves this problem, but it gives me another problem, screen tearing(lots of it).
I am using Windows Vista Ultimate 64bit with a 8800GTS, latest stable/beta drivers for teh card and latest stable/unstable version of VLC have been tried.
Any help would be greatly appreciated.

There are no clear answers for Vista and Microsoft has not helped in Service Pack 1.

Most Vendors of new machines are offering a free downgrade to XP, for those that are fed up with Vista problems.

NO ONE is writing apps for DirectX 10 ATM and VLC should be explicitly set as the default is not recognized.

There has been option in NVIDIA control panel to force Vsync on in OpenGL which hopefully will fix tearing under OpenGL. Did you try both DirectX 3d and DirectX outputs?
