"Always on top" no longer working?

I'm using version 0.8.6c with the latest version of ASkin and I noticed that the "Always on Top" feature no longer seems to be working. No matter if the option is enabled or disabled (via the right click menu) it doesn't seem to make any difference. I'm on WinXP with all the service packs, directX and latest drivers etc etc.

On my System the Always-on-Top-Mode works, but i have another Problem.

I am using VLC Media Player 0.8.6c and if i want to switch from Window-Mode in FullscreenMode when Always-On-Top-Mode is activated, the GUI stays in foreground. This means, the Video-Overlay is in Fullscreen and the VLC-Window (Menu, Statusbar, etc.) without the Video is in front of the Video. This is very annoying, because i have to disable the Always-On-Top-Mode befor switching to fullscreen.

The Problem occurs with 0.8.6c always, in 0.8.6b i had to switch approximately 5 times and then it works.

he precised that it worked correctly using 0.8.6b
This is not completely true, it did work sometimes, but not everytime, i had to try it a few times until it worked...
