am I doing something wrong or won't it work with vlc? Can anyone recommend a device that works well with vlc?

Use vlc 0.9.0 from the nightly builds. It now has a dvb module for windows.

You need to know the frequency and bandwidth of the dvb-t signal you want.
The comman to use is:

dvb-t:// :dvb-frequency=<your frequency> :dvb-bandwidth=<your bandwidth>
