Can libvlc.dll be used in Visual Basic?

Hello~
I am writting an application in XP and would like to use VLC to help to complete.
I wonder if I can use libvlc.dll to let me call certain function in vlc like play, stop, pause, stream out...etc.
And it would be nice, if the fcn can be called out by visual basic.
So do anyone have an idea or refer me to read anything? Thanks!
