Stream to skype?

Is there anyway I can stream audio/video from a file to skype?

Skype is an application to allow people to make phone calls over the internet. It also has video capablity, but only for video devices already installed on the machine (such as my webcam). Essentially I want what a webcam does, sending audio and video to this application, except have VLC sending audio/video from a file.

That is exactly what I am looking for, however all I see is the ability to stream them to a web address, though I don't really understand all the options.

I have a program called splitcam that is new, and splits the video just fine. It then makes a new video device that I can select with skype, but it does not create a new audio device so that doesn't work. I would like the same functionality with VLC, if that's possible, sending audio and video to a new application, namely, skype.
