about stream out function of VLC

There is stream out function in VLC.
I would like to ask how to set it to broadcast the video data?
I have tried type eg. 143.123.123.255 ( subnet mask 255.255.255.0 ) with port 1234 in the RTP field.
But the other VLC player has no response from 1234 port....
Is that it cannot do so or my setting is wrong?
