Program does not appear in transport stream

Not sure that this is a VLC issue so much as a stream problem but maybe someone can help me out...
When viewing a particular UDP stream, there is a program missing from it (all other programs are visible in same stream). The program shows up in TSReader but not in VLCs navigation.
If I record just that program from TSReader I am able to play it in VLC though.
Any ideas?
