Seeking on WMV files is not so fast like in Windows Media Player.

IN VLC the image stays blurred for a few seconds before it plays normally

That's because VLC doesn't wait for a full frame (I frame) before resuming playback while some other media players do. So if you seek in a bunch of partial frames (P or B frames) you have the wrong reference image which explains the artefacts. We'd love to fix that but we unfortunately have far too little time to address this kind of issues. I hope that this answers your question.
