I am re-working an application we have made capturing video using VLC under linux with a Hauppauge PVR 250 card to a Windows platform, as our next client only uses Windows 2003 Server.

Having fought with the sound bug for some time, and finally gotten it to work. (Plugging the sound cable in the right place helps :P), there is one
problem I have unable to find a solution for, either here on the forums, or using Google. I need to set bitrate that the Hauppauge card encodes with from the commandline, as the machine running VLC will never be logged onto, but work unattended.

I have though, so far, been totally unable to find a way to do this.

Is there anything I have missed? Any good advice?

I know it can be done via VLCs advanced configuration screen, but thus far I haven't found anything via the web, documentation or VLC --help.
