the activex control can be used/installed without the player.At the url:viewtopic.php?t=12230&highlight=activex+work.
"you can remove the installer from the axvlc.inf file, and replace it with axvlc.dll, which will have to be compiled with built-in plugins; make sure that RegisterServer is set to yes " what's "built-in plugins" mean?
