need help with wallpaper

is it possible to play a movie in your background even when vlc is not running, i noticed that when i turned vlc off the video does not saty in the background, is it possible for the video to run all the time even if vlc is not active, if so can anyone help me out and tell me how to configure it, i have windows xp
