how to compile the vlc to become a vlc.exe on WINDOWS XP

You should add the contents of `/usr/share/aclocal/libtool.m4' to `aclocal.m4'.

svn://svn.videolan.org/vlc/trunk vlc-trunk
is error.please tell me detailly,thank you again.

Install the subversion tool, from:
http://subversion.tigris.org/servlets/P ... olderID=91
Still in your Cygwin home directory, create a little batch file, get_svn.bat.
It only needs one line:
c:\program files\subversion\bin\svn" co
svn://svn.videolan.org/vlc/trunk vlc-trunk
