How do I make VLC appear in a window I can move and resize?

Hello,

When I start VLC in windows 10:

VLC appears as full screen and doesn't have a window bar at the top and doesn't have the windows 10 window widgets for resize and doesn't have the widgets for min,restore,X in the upper right.

How do I make VLC run in a windows 10 window?

On other programs alt-enter changes from full screen to windowed, but on my VLC that doesn't work.

Insert %appdata% in the file explorer address bar, and delete the vlc folder in the roaming folder .

I don't know how.
Does the stuff in the roaming\vlc folder set it to run with no windows widgets?
If I want to run a video without windows widgets do I need to reinstall vlc?
Is there an easier work around?

What do I do if I want to,
Make the windows widgets appear,
Move the screeen to another monitor,
Make the windows widgets disappear so I can play the movie in the second screen.
