Unable to stop playback and restart

I have begun to notice that when I am in playback on VLC, I cannot stop viewing and restart at will. When I try, VLC gets all "scrambled" and won't function at all. I have to shut it down using Task Manager and then restart it again. And then I cannot resume from my previous stop point. In fact, I cannot begin a new playback anywhere but at the beginning. Very annoying. Windows Media Player functions like an old record player, i.e. you can pick up the needle and put it down wherever you want. Is this behavior normal for VLC? I have at times had to uninstall/reinstall to regain use of the player. Is there some setting I need to change? Am I expecting too much from VLC and just adjust to its quirks? Can someone enlighten me, please.

Please open Tools -> Messages (set Verbosity to 2) before you start the playback, and then paste the full resulting log here or on Pastebin.com or on Justpaste.it if it's too long.

Also upload a short sample of your original problematic file to WeTransfer.com or Disroot.org and then post the link to the file here.
