AMD VQ Enhancer option not present

I tried reinstalling and deleting cache, manually deleting config files and entire folder. I made sure my version is the latest (3.0.21), I'm on Windows 11 and graphics card is 7800XT, the option "video upscale" is enabled.
That's why I'm bothering you here
