VLC Always Plays Windows Sounds at 100% Volume bug

Instead of using the Windows "System Sounds" volume setting, VLC always plays the Windows sounds at 100% volume.
(The sounds that are set on the Windows Personalization > Themes page.)
VLC has been this way for quite a while.

VLC is not system sounds and therefore is not supposed to follow that setting in the first place. VLC has its own session and thus its own saved volume, as per the Windows Audio Session API.

You are misunderstanding what the VLC bug is.
I am not talking about the volume of a video or audio file being played.
If you right-click the Windows desktop, choose "Personalize", click the "Themes" page, then click "Sounds" in the middle
you can set the Windows 'Program Events' sounds. These sound files also get set when chooseing a Windows Theme file.
So, after you set one or more of these sounds...
- When you click to open the Menu in VLC, or point to open a second menu level the sound plays at 100% volume.
- When Maximizing/Minimizing the VLC window the volume level for these sounds is correct.
So far I haven't been able to figure out if any other 'Program Event' sounds are too loud or not.
