Only top edge of control bar visible in fullscreen
I'm running VLC on Win10. In full screen mode, the control bar does not appear in the centre of the bottom of the screen when I hover there as usual but the top edge of the control bar is just visible in the bottom right hand corner of the screen with no usable controls visible. I can't move the control bar. I first reset all settings. When that failed I uninstalled VLC, downloaded the latest version and reinstalled and the behaviour has not changed.

Rreset the preferences and cache this way (the manual way) and try again:
