Instant Crash When Attempting VSR on the 3.0.19 RTX build

Hi.
i just bought an RTX 4060 and activated HDR and SDR.
Just downloaded the VLC 3.0.19 RTX Vetinari.
when i put a video in the player it instantly crash??
I saw that other people a year ago had the same problem.
can someone please help!!
