I'm getting this error "this app can't run on your pc" error when trying to install vlc-3.0.20-win32

i've searched for "this app can't run on your pc" but can't find anything on it

Sounds like you tried to install the Windows Store which is not updated anymore, you'd better install the latest 64-bit desktop release which has more features:

i've downloaded the x64 version from the link u gave and i get the same error

Which file have you downloaded ? You need the x64 version, not the ARM one.
