Can VLC Convert .wmv files to whatever a DVD player needs?

Definitely a newbie, so be gentle, please.
After searching the web and this forum, I couldn't find a direct answer to my question.
I have a .wmv file that I want to be able to play on a DVD player connected to my TV.
I can copy the .wmv file to a disc, but the DVD player says it is incompatible.
I tried converting the .wmv file to a .ts file (using VLC), and burned that to a disc, and it was still incompatible.
I don't need to do this often, so if there a free version of a program that will do this, that is preferred. Even trial versions may be OK if full file can be converted and no (or not too obvious) watermarks necessary.
Any help will be greatly appreciated.

No. You need DVD authoring software.

Thank you! The key term I was missing "authoring". That made all the difference. I found a free program called DVD Flick that worked pretty well. There a few spots where sound dropped out, but overall, very pleased with ease and end result.
