VLC and Windows Keyboard Control
When listening to audio and VLC is not active none of the keyboard controls work. If VLC is active, then the keyboard controls work. I want to be able to pause VLC without having to active VLC first.

You need to set the keys you want to use as Global in the menu Tools -> Preferences -> Hotkeys
