Blu-Ray playback is set up correctly, but Blu-Rays will not play?

Hello
as per the title, i have set up my Blu-ray playback correctly in the files (i have followed the steps outlined in http://www.brorsoft.com/how-to/play-blu ... h-vlc.html .) , however when i attempt to play them back in VLC, it gives me the same error of "Blu-ray error: This Blu-ray Disc needs a library for AACS decoding, and your system does not have it. Your input can't be opened: VLC is unable to open the MRL 'bluray:///E:/'. Check the log for details." I was able to play Nausicaa of the Valley of the Wind, however, after ejecting the movie and trying a new film, it returned this error every time. the only fix i was able to previously find is to completely uninstall VLC from my system, and then re-install it. i do not want to do this every time i want to watch a movie, though. any help is appreciated.
