Windows 11 won't play Handbraked MP4 files

I handbraked my UHD rip of Halloween (1978) to h.264 MP4 format, using the BT.709 filter to rid it of any HDR, in order to bring it into Vegas Pro for editing, which was successful.
However, the MP4 won't play in VLC on my Windows 11 laptop.

However, it DOES play in VLC on my Windows 10 laptop.

I found a supposed registry update for this problem, but it was unsuccessful.

VLC says "Your input can't be opened" and at the bottom says "Check the log for details" but I don't know how to do that or copy it for this forum.

Anyone else having this problem?

First, reboot, reset the preferences (the manual way) and try again:

If it still doesn't help, then try another video output module:
