Typing exact spped for Playback and save that slower speed

Hi All,
Is there any way to type in an exact slower speed to watch an .mp4 at in VLC Media Player and then save that slower speed for that .mp4 file?
Ex. You're watching an instructional video but the video recorded and the steps to perform a task are recorded so fast you need to slow the video down.
Is there a way to detect how slow that video has been slowed down to? It only seems to reveal that once I choose Slowest (not fine slower).
Related to that question is once I have a chosen slower sped can I save that .MP4 so it opens the next time at that slower speed?
