VLC under-using CPU and GPU

When converting from mp4 to smaller mp4, VLC is using less than 30% of CPU (I7-3770K) and less than 10% of GPU (GTX1650).

Is there any way to make it use more CPU and GPU, and get the job done quicker?

How are you determining those figures?

I don't think multi-threading or GPU encoding is implemented on all encoder plugins used by VLC.
