Audio regularly cutting out since new sound card

Since I replaced my sound card with a higher end xonar model I've consistently had the audio cut out every 6-8 seconds. Sometimes it happens, sometimes it doesn't. Included below are the debug images from VLC, I also ran LatencyMon, which reported no problems.

It looks like your audio driver reports very inaccurate timings. That or your chipset does. You can try VLC 4.0 prereleases to avoid the cuts, but ultimately this looks like a driver or hardware problem

Which Xonar card is it? And is the latest Driver installed?

It's a Xonar Phoebus I got second hand, and I believe I have the latest driver installed. I also tried running driver verifier in windows 10, but that didn't solve my problem.

I'm tempted to think it has something to do with VLC because literally no other software has given me any kind of trouble since I got this sound card.

Well yes, VLC 3.0 uses the RTC as reference, so it is more susceptible to problems if the RTC and the DAC clock don't agree. VLC 4.0 uses the DAC clock by default for non-live content, like most other media players do.

But if the RTC and DAC don't agree, at least one of them must be buggy.

But if the RTC and DAC don't agree, at least one of them must be buggy.
I've tried some of the 4.0 builds but they seem to screw up media players in chrome to the point of making netflix unusable. At this rate I think I'll switch to GOM player until I have the cash to replace my sound card.
