http debug: connection failed

hi
i use vlc player 3.0.16 on windows 10
i made http webserver for stream
and i try vlc -> media -> network stream open -> input address "http://localhost:9876/stream/abc.mkv"
result, loading is so long
i looking for vlc log
look, first time request is "http debug: connection failed"
a few second after, retry is normality transmitting and receiving
and next request is failed too
and second request is normality transmitting and receiving too
Infinite repetition
1st time fail -> second retry ok ->
next request fail -> second retry ok ->
next request fail -> second retry ok ->
.....
what the problem?
