Why would a SRT file be unavailable for subtitles?

Why would a SRT file be unavailable for subtitles?

Using latest VLC 3.0.16 on 64bit Win7.
I'm trying to watch "A Perfect Enemy" and with every version I've tried the subtitles seem to be unavailable. Other videos have working subtitles.
Is there something that can block a subtitle file from being loaded? I've never encountered this problem before.
Shift_V disables and enables them.
Or Alt_T, then selecting which file you want.

Please open Tools -> Messages (set Verbosity to 2) before you start the playback, and then paste the full resulting log here or on Pastebin.com if it's too long.

But subtitles won't load in VLC if you're playing a TS file.

I think I made a mistake. The problem was in the subtitle files I was adding I think. I got one that worked.
