Video with an audio delay of ~200ms on one computer and 0 on another?

I have a *.mp4 video with (encoded with H.264/AVC and AAC audio).

When I play it one one computer with newest VLC (under Windows 7 if it matters) I can observe a small audio-delay of approx 200ms.

When I play the same video with the same VLC version on another computer (notebook with Win10) the audio and video are in sync.

How comes?

Is there a built-in preference in VLC which must/can be adjusted?

Menu Tools -> Preferences (Show Settings = ALL) -> Audio
Then on the right panel you can set the Audio Desynchronization Compensation option.

After the changes save the preferences then exit and restart VLC.
