Webm video file conversion to wav creating audio distortion

Webm video files have better audio quality (20kHz) than mp4(15kHz)
So I have been downloading various webm video files and transcoding the audio with VLC Convert/Save feature using the Audio CD setting 44.1khz 2 channel wave encoder.
However I now am noticing that with certain media content (maybe all) I can hear a ringing distortion in the audio!
Note I had been previously converting MP4 to wav with the same process and could not hear this distortion!
Note MP4 audio sample rate is 44.1k and webm uses 48k so was thinking VLC sample rate conversion is causing the problem??
I have tried all setting in the "Audio resampler" preferences makes no difference

using the above link I can with other software download a mp4 and a webm file version of the media.
With VLC using the mp4 file the resulting wave audio does not have the ringing distortion
with VLC using the webm file the resulting wave does have the ringing distortion.
If you play either source file with VLC no distortion!
Its particularly noticeable at 1:40 but i can actually hear it from the beginning of the track.
I'm now noticing it with other content if I really concentrate and perform source and result file comparison.
I have actually found another free converter that does not have this issue but I rather use VLC its workflow is nicer and it is quicker.
