HLS artefacts in VLC 3.12

I have a problem when I open an hls stream with vlc I get such artifacts:

Until now I was using version 3.08 and there were no such problems.
Stream for test:

I can't test your stream because I can't connect to it (maybe geolocked ?), but yes, I have also noticed these artifacts especially at low resolutions.
The switch from one resolution to another one is also very slow.

Yes, I can reproduce the issue while it's playing fine with other players.

You should create a new ticket on the VLC Trac with the link to your stream and the link to this thread:

Still, it's playing fine with other players. So why VLC can't do it as well ?

That's the origin of the problem, I did not mean that's not a problem with current version.
We just need not to trust, again, that stupid format.

I had the same issue and downgrading to 2.2.0 indeed fixes the problem. You can find the messed up file content here on this topic for more details https://forum.videolan.org/viewtopic.php?f=2&t=156472.
