Preferred Video Resolution doesn't work, Youtube streams

Hi. this is similar to un-answered "Does VLC 3.0.11 change resolution on Youtube Live Channels?" https://forum.videolan.org/viewtopic.php?f=13&t=154518
For many different reasons the user would want a Low Resolution [Youtube streams], but they are playing at max no matter what. [i just changed youtube.luac to latest and restarted VLC, same]
Tools -> Preferences -> Show settings: ALL -> Input codecs -> Preferred Video Resolution. to 240 [or 360 or 480], none works, https://i.postimg.cc/kBcJwPkJ/preferred ... lution.png
VLC keeps the non-wanted highest, 1080p

There are settings for adaptive sreaming for DASH/HLS in VLC preferences (ticket 21828 comment:4). Now VLC 3.0.12 takes general "Preferred video resolution" into account if there is not set "Maximum device height" value.
