How do yo install VLC's libaacs and libbluray projects on VLC in Windows 10

Hi I recently downloaded VLC's Libaacs and libbluray projects
however, I couldn't find any installation instructions on where to unzip and install these files too
for VLC to recognize them. Would appreciation a step by step how on installing these project files
in order to get VLC to recognize blu ray discs on windows 10 pro 64 bit
